In fact, most students know when it is appropriate to have a phone out and when not (btw, have you ever noticed how many students' parents drive while talking on their cell phones? Oy!)<br /><br />Furthermore, it gets irritating that when there is a phone ban in place it is so focused on and we're reminded constantly to reinforce it.
